Though Microsoft says that the tool is developed for MS Exchange, this works pretty well for any other deployments which runs Windows operating systems. If it can hit the resource, it could be an issue with DNS and the Netscaler can't resolve the IP. Try to set OFF for ICA Proxy in AG Global settings - > Published Applications. You should have a session policy for non-Receivers (browsers) pointing to the RFWeb site.
