As far as I can figure out, an error reading data from any disk in the array one time at boot seems to cause this error message, and the message persists Raid Error On Boot Up Smarts not available when drives are in raid. It helped me resolve the error message which I've been wondering about for a while.
After rebuilding the array you have to reboot again and windows will start loading.
